The panel of local residents and government wanted a piece of sculpture to enhance the local enviroment and be made of durable material and also celebrating the way Volcanos, Oceans, Deserts, and Ice sheets have combined to create the rocks which provide the physical foundation of the natural and cultural landscapes of the coast
